Possibly a fireless locomotive, a dome can be seen but there doesn't appear to be a chimney. The IPM mill had two fireless locomotives at least, they worked by taking on steam from the factory's boilers and so did not have have a firebox on board. Given the potential fire risk in a paper mill, a wise precaution.

Yes they are both fire less locos. They were supplied with steam from an outlet of the main boiler supplying steam to the drying cylinders in the mill. Imperial no2 was at the National Railway Museum in York last time I visited.

P.s. It wasn't fire risk, just economy. The fire risk in a paper mill or storage area is remarkably low as the paper is closely wound on reels so no oxygen to feed the fire.
