Surrey Canal, leading from Greenland Dock to Peckham and Camberwell and by this time already falling into disuse. Today the entire route has been filled in.

This is an 0-6-2 tank engine, probably a class E1/R or E5. There where some allocated to Hither Green and I think this a better guess that just stating the obvious "a steam engine".
