The area at that pin (113 Charles St ) was indeed associated with refuse at the time this photo was taken and has been associated with refuse back to 1896 according to OS maps.

This photograph is dated 1954. Ordnance Survey map for 1951/1952 shows the area pinned as "St Rollox Works (Glasgow Corporation Cleansing Department)"

According to OS maps further back:

The Map Lanark Sheet VI.7 (City of Glasgow) Survey date: 1858 Publication date: 1865 shows the area pinned as "St Rollox Malleable Iron Works"

Map titled "Lanarkshire 006.07 (includes: Glasgow) Publication date: 1896 Revised: 1892/1893/1894" shows the area pinned as "Corporation Cleansing Department"

The OS map of the area published 1913 shows it as "St Rollox Works (Glasgow Corporation Cleansing Department)"

1935 map as "St Rollox Works (Glasgow Corporation Cleansing Department)"

As far as I am aware it was still associated with Cleansing towards the end of the 20th century and is still a Corporation facility as of 21st century

It has been known locally as "The Clenny" for years. Source: family grew up in the area.
