As indicated on other photos, this is the temporary bridge constructed to take some of the load from the main Waterloo Bridge which suffered from subsidence. Decisions on how to deal with that went on for many years.
Construction of the modern Waterloo Bridge took longer than hoped for due to WWII shortages, and it eventually got an official opening in 1945.
