This is the Kipling Memorial Building which dates from 1939 and which was built for Imperial Service College. Sadly the war forced the college to leave Windsor and rejoin USC at Hertford. This 1947 flood view clearly shows three air-raid shelters in the school grounds, two aligned on the north side, and one to the west.
