' It looks as if the camera has captured a ballast laying operation. There is clearly new (white) ballast on one track and a train of open wagons with either white loads or dusty interiors from which the ballast may have been discharged. There appear to be some shadowy figures stand along the line of new ballast. Are these a PW (permanent way) gang trimming the newly arrived material? '
