Is this the base of a chimney? There has been much discussion here http://theroyalwindsorforum.yuku.com/topic/2558/Chimneys-and-Poles concerning a very large chimney in the town centre with a 'cooking utensil' attached! Thinking currently is that it is the location of the town electricity generation station at the turn of the last century, pre-National Grid.

Windsor Station was one of 200 'stopping stations' in WW1, where wounded and sick men and women were received for onward transfer to local hospitals by car or ambulance.
