I can see why you might think that, but those I have seen have all been within a purpose-built structure rather than in the open, with the output shaft at a level well above the horse's head. But could the shaft could be below ground?

You do get open horse-wheels, and indeed I agree this could be one.My impression is that these are more common in the north of England than the south

Does this say "MICKY FINN"? Is it the name of a dog, pony or horse? Is he sufficiently well known that we can find where he lived? (I've failed so far).

Along with EPW027279, they show the rear and side elevations but unfortunately not the main front which would probably make this easier to identify.
