Narrow gauge locomotive. An article in 'Railway Bylines Summer Special 2', 1999, states that a diesel locomotive possibly by Ruston & Hornsby was in use at the site from c1934 to c1954. It was thought to be out of use around the time of this photo awaiting a replacement engine. This seems to be the case here, as the loco is standing on an isolated section of track and the skips of clay are being mahandled from the dragline to the foot of the incline.
