This is in fact Cosens PS 'Consul', formerly 'Duke Of Devonshire' built 1896 acquired 1938 and withdrawn in 1963.

This may well be one of the P&A Campbell paddle steamers which plied along the South Coast during the summer months

I think it is actually Messrs Cosens "Consul". P&A Campbell steamers were distinguishable by having all white funnels with cowl tops.
