I should think it's just running tender first! Admittedly, not that common to be doing that on a passenger train. |

Photo EPW034332, apparently taken a few moments earlier, shows this train a little further north, so I would agree with Isleworth1961 that the loco was running tender first. The Seven Valley Line was a secondary route, mostly single line, and would have had fewer facilities for turning locos than the more major routes. Therefore tender-first running was quite common. |
