Possibly a fireless locomotive, a dome can be seen but there doesn't appear to be a chimney. The IPM mill had two fireless locomotives at least, they worked by taking on steam from the factory's boilers and so did not have have a firebox on board. Given the potential fire risk in a paper mill, a wise precaution. '
