This looks to me like a replica of Bristol Castle which formed part of the White City Exhibition which opened on 28 May 1914. The exhibition closed on 15 August 1914 and the site was used by the military during WW1 as the White City Barracks.

The General Draper Hotel, Hotwells, stood on the corner of Hinton Lane. The hotel was run by Leopold John Franklin between 1944 and 1953. He was born in Camberwell in 1886 and died in Gloucester in 1961
