This looks like a old clerestory roofed electrical multiple unit car that had been repurposed as a mess hut or similar, but now appears to be at the end of its life. It doesn't look like anything from the London Underground, but it may be withdrawn stock from something like the old Mersey Railway.

A selection of Scammell Scarab three-wheeled tractors. These little workhorses were ubiquitous throughout the British Railways empire. These haven't come very far, as they were built at the nearby Scammell factory in West Watford.
