The tram lines are interwoven under the bridge to prevent two trams trying to pass each other in a place where it is too narrow so to do.

Looks like an 0-6-2 tank engine, probably a class E1/R or an E5. There were examples sheded locally at Hither Green at this time. Must be better than just a broad and obvious "It's a steam engine!"
