Ship appears to be loading telegraph cable. The "loading span" can be seen suspended from the derrick. This would need to be hauled on board by a machine and coiled in the vessels hold. This ship has no means of laying the cable and is probably being used to delivery the cable system. The cable would have to be transferred to a cableship for eventual installation.
