This brow (bridge which moves up & down with tide) was last refurbished in 1995. Its position (angle) indicates the tide was quite high and that, together with the heading of the Ferry, implies to me that the tide was still rising at the time of the photo.

Fence separating the Ferry end of the Landing Stage from the Cruise Terminal end. Fence still in use, as are both the Ferry and Cruise terminal ends.
